The past year refer to approximately one year ago until now - basically one year.
The past years refer to a number of years previous to now - this could be two, three or more.
We tend to use the quantifier "few" with this expression.
E.g. In the past year, he has lost his job and his wife.
E.g. The past(few) years have been difficult.(referring to a company)
