I think the 1* and 2* have the same meaning ( means the word " relate" has the meaning of " understand"). Could you please tell me if I'm right?

The answer is Yes.In these sentences the phrasal verb "relate to" means "understand".
However, it is very unlikely that anyone would use "relate to" in this context."Relate to" is generally used in conjunction with a person rather than with words or anything else:"relate to somebody".
"To relate to somebody" is to understand somebody and be able to havea friendly relationship with them. Here's an example:
"Many parents find it hard it hard to relate to their children when they are teenagers."
