Regarding your post about motions (in meetings) begin with "that".
I believe the answer is because the formal language for making motions in a meetings is "I move that ...." or "I make a motion that....". So in your motion example, the first part for making a motion was omitted and the part remaining (the most important part because it contains the actual motion) was introduced by "that".
