I find it confused in writing minutes, someone said we should use pass tense to write minutes, but in the following case, shall we use present tense? Here is parts the minutes:

It was noted that Sales Department had used the wrong figures to assemble the data of the report.
Since there is(NOW WE STILL HAVE) transportation package for delivery of local material, the budget which PD given to Sales department years ago became outdated.
All production Department's extra shipment handlings appeared in the project will be (FROM NOW ON) regarded as extra cost.

Yes, I think your use of tenses in the above sentences would be just fine. The important thing to remember is to COMMUNICATE CLEARLY. Don't worry too much about using past tense if you're talking about present or future actions. But usually if the REPORTING VERB is past, then it controls the verb(s) that follow it in the same sentence. However, when you study the real minutes, you probably will find this rule is not followed slavishly.
